Introduction 

How do I find someone on the web? How do I locate people? How do I get the phone number and the email address of someone?
Search for such questions on the wide web and you will find thousands of crap commercial sites keen on selling you some (ludicrous) "silver bullet" solution. They'll try to have you believe that stalking people were difficult. It is not.
In fact, finding "normal" people is not that different from finding any other kind of target, the difficulties begin only when the people you'r trying to locate have left purposedly a lot of tramped traces and smoke, but this will happen only seldom, and mostly only when you try to catch a troll. Usually everyone and his dog leaves all kind of traces all over the web everytime he moves. When they attend a conference, when they use a telephone, when they write on some messageboard. It is easy to appear and/or be registered somewhere on the web for the most trival feat, and it is next to impossible to pull something off the web even if you would like to. Many a older one regrets, nowaday, not having taked sufficient care when first using the web, 20 years ago. Which means that you'll be mostly able to find some trace of your target simply googling for it.

There are, moreover, a plethora of tools for finding people addresses and telephone numbers. If you want to truly impress them, find also a satellite photo of their house and street (easy once you have their address), check some local gossip and email them from another continent a message where you write, say, "I have heard that the baker across your street, Mr Eveninger, closed last month and was replaced by a massage parlor. A pity for those banana cakes." :-)

Methodology 

As usual let's begin "combing" the web, i.e. finding those that have already worked a lot on this lore. Well, who may they be? Of course, first of all, genealogists! Never underestimate the length one would go in order to ascertain if his grandpa was a coal miner or a psychopath.
There are of course many more useful arrows like "lost relatives"; "Check out your daughter's new boyfriend" (for paranoid fathers); "Screen prospective employees" (for orwellian corporations); "Someone owe you money? Track them down and find their hidden assets" (for the divorce alimony industry); "Find out the truth about anyone" (as if there were ONE truth); "Locate old classmates and long lost loves" (an oxymoron, if you ask me); "Snoop on your boss, co-workers, and neighbors" (using the web as a small filthy village); and so on.

US-related links 

Here are some resources for "people searching" purposes.
The most useful and the least sophisticated is http://www.theultimates.com. (another similar one is http://www.itools.com/search/), with the search forms for many of the online white pages.
Besides that, the best sources are real estate property searches (search under owner), donation searches (you usually can find zip codes) & licensing organizations. (The American medical association has an online database, as does -for instance- the Florida Bar for lawyers).
